It seems that way, but it's also worth noting that Godinor, Tanor, and Sophelia are underlings for the Town Thug and the Town Kingpin, which happens to be Neloth and Gilvoth. It's possible that the Grouches are sending their underlings out to cause trouble.

Something that surprised me when I was setting up the screenshot with Yanna; while she was the active sim I saw her wish panel and she had a wish to "Kiss Neldor for the First Time".
